I'm pretty sure they have two barbs, I mean that's what I wrote in my post.

So yes they can penetrate clothing and perhaps skin but they have a velocity designed to allow only shallow penetration and are not going to punch through any kind of heavy material.

I guess that piercing the skin may make the flow of current easier but I think that the effect would be tiny.

My understanding is that the skin is the number one insulator on humans, and once the skin is broken the body's electrical resistance drops dramatically. Could be mis-remembering tho...no time to google for it. :(
