There's some confusion between magnets and electrostatics in this podcasts. Bob got it slightly wrong in his example when he mentioned magnets. An electric dipole is an object with uneven charge distribution. The classic example is an H2O molecule. The electron spends slightly more time at one end of the molecule. This means that water can exert electric force even though H2O has a total of zero charge. Most magnets  we encounter are ferromagnetic or electromagnets, none those are have unusual charge distribution. Also, as far as I know, one would not describe plus and minus electrical charges as north and south poles. Those terms are reserved for magnets.
