Does it still need water cooling?  I don't know the specific power history of the Fukushima reactors, but 1 year after a normal reactor shutdown, you'd expect them to start moving spent fuel from cooling ponds to dry casks, because the decay heat is diminishing.

It's good that they have this extra information, though.

It's good that they have this extra information, though.

5 to 6 years is how long our spent fuel is in the pools before moved to other pools where they will stay for over 15 years before moving to a dry storage.

There are a lot of residual effect in the spent fuel, and with a meltdown such as there is in these plants there is even a risk of the fuel getting critical. Water both cools and inhibits neutron flow, so the more the merrier.

For the most at risk fuel ponds, they will have to build a huge structure to mount a new crane on, then they can try and move the fuel rod assemblies.   As long as they don't have a big earthquake before then ...
