I'll throw in Kimya Dawson. Not much to look at, can't sing, and is hell on the guitar. But, the girl is a true poet.

Dylan would be my top choice.

But, I do like Maynard James Keenan.  And...as uncool as it is to say, Adam Duritz.  I have a long love of the "August and Everything After" album.

I would give a nod to Tom Waits too.  He is as evocative as Dylan, with the bonus that in his best work his words make sense.

Although I will always be partial to Dylan's "The ghost of electricity howls in the bones of her face" from "Visions of Johanna."
