I would be curious to know what, exactly, that person thinks the fourth and fifth dimensions are. More to the point, how does he think it's possible to enter or exit a dimension?

I see from his graphic that we were living in the third dimension prior to 2000. Was there some previous date, before which we were merely living in the second dimension?

Something such as a glass lens? The medium might slow the speed of the photons, but the rate (in photons per second) at which they enter and leave the medium would be the same. (Discounting any internal absorption. Your mileage may vary.)
