The FBI is encouraging users to visit a website run by its security partner, http://www.dcwg.org , that will inform them whether they're infected and explain how to fix the problem. After July 9, infected users won't be able to connect to the Internet.

Site that you can use to check for infection

Why that doesn't sound suspicious at all.

Looks Legit.

It's legit. Here are another couple of articles about it:

http://it.slashdot.org/story/12/03/28/1558258/taking-down-dnschanger-a-first-person-account

http://news.slashdot.org/story/12/02/05/1355259/half-of-fortune-500s-us-agencies-still-infected-with-dnschanger-trojan

It's been in the tech news for the past few weeks. It's really bizarre and has probably made the problem much worse than if the FBI had just let infected people's computers fail. Then they would have been forced to become educated about how to fix the problem and maybe would have taken steps to be safer in the future.
