It is compelling because they want it to be so. 

A woman I work with is newly "born again" and is soaking up the Bible right now.  Another person I work with is a Preacher and she talks so excitedly to him almost every day about what she has read in the Bible.  Yesterday she was going on and on to him about what a miracle the Exodus was and all the people "suffered" in the 40 years lost in the wilderness.  She wants to believe that this stuff happened.  She does not think about the myriad rational absurdities of the story.  Nor does she want to, she just wants to believe.  Which is one of the many reasons I just keep my mouth shut when I hear them talking.  I am not fighting a losing cause at my work.

Don't you have an HR department to enforce the code of conduct?
This is grounds for thier dismissal. (unless you work in a church).

You would seriously want someone fired because they were talking to each other about some their religion?  That makes for a friendly work place.  Even in the most draconian anti-harassment laws, it would only get them a stern warning, unless they keep doing it after the warning.  Also, as far as I know, there are only a few places where you can get someone in trouble for a conversation they had with someone else.  California is one, I'm not sure of anywhere else.

alright that was a little harsh. Warnings can be given for coversations overheard.
