But outer space is already cold.  Why would we want to air condition outer space?

Desert seems like the better place for air conditioning.  Fight global warming and all that.

Start writing our congressmen?

Children were willing to give their lunch money to getting Hubble repaired so I think NASA has more support than their are given credit for.

And according to the wiki, the US spends about $12 billion a month on the war.

Can we just give NASA the military's budget for like a couple of months or so?

That's $21,000 for every soldier there.  Sorry not buying this. 

Also this story is from a year ago.   And for some reason I can not find any real coverage of this story.

I buy it.  Air conditioning for just me is several hundred a year.  I don't live in an uninsulated tent, I don't live in the desert, and I keep my windows closed.  If I had to run twice the AC 16 hours a day all through the hot season in a desert, with all my windows open and no insulation, it would probably end up costing me 10,000, and I wouldn't have to be carting convoys of diesel through a war-zone.  That has to up the cost.
