Your entire citation is subjective.  And it agrees with everything I have said once we include numbers - many previously provided and ignored.

From the IEEE, a properly earthed 'whole house' protector does 99.5% to 99.9% of the protection.  Then that power strip protector does maybe 0.2% more.  So yes, additional protection can be provided by a plug-in protector (that costs tens or 100 times more money).  Why would anyone spend so much more for so little protection?

Furthermore, that citation dances around another fact.  A 'whole house' solution must exist for that plug-in protector to be effective.

How effective is the 'secondary' protection layer?  When properly earthed, the IEEE provides another number that you will ignore.

Anyone who combines well proven numbers with a subjective electric company citation knows why informed homeowners always earth a 'whole house' solution.  And rarely wastes so much money for so little more protection from a magic plug-in box.  $1 per protected appliance for 99.5% protection.  $25 or $60 for another 0.2% protection?  Conclusion are completely different once we include numbers - that are constantly avoided, ignored, and only denied.

You demonstrate again why scams are so easily promoted.  Only the naive rationalize subjectively.

You never posted a link.  An English major can write that bogus article - that has no numbers - that even violates what is taught in EE text books.  Anyone can read those numbers from the IEEE Standards in an engineering library.  These Standards, onlyl read by people who learn this stuff, is not online.

Or read specification numbers found on every UPS.  You did not even read (nor post) that number.  No numbers is a first indication of a lie.  Why keep posting subjective myths (not one number) and believing lies?  Brainwashing works.  Many only hear and believe subjective soundbytes.  Never once provide a single number to justify those lies.

With minimal electrical knowledge, you would have never cited that embarrassing citation.  It says how easilyl you can be manipulated - by subjective myths, outright lies, and no numbers.
