The good people at Atheist Republic at least seems to try to establish March 23 as Atheist Day:

We atheists and atheist allies hereby declare that from now on, March 23rd is Atheist Day. We recognize the struggle of atheists to live authentic lives in many parts of the world. The struggle to openly affirm one’s atheism. The fear of intolerant governments, mobs, and religious zealots.

On March 23rd we shall take a stand for our right to be treated equal and for those of us in countries where atheists are persecuted and live under a threat of death. From every city in every country in the world we shall be one voice, a voice of reason,

I don't know why March 23 specifically was chosen, and I don't live in a society in which being an atheist is a problem. But I also know that far from everyone is so lucky. So I wish them the best of luck. :)

Perhaps it’s got something to do with the Northern Spring Equinox, the day on which Light comes to last longer than Darkness?  Metaphorically speaking.  Obviously, there’s twilight both before sunrise and after sunset.  Perhaps it an allusion to atheism casting illumination on the superstitions of religion?

Personally, I don’t think it will catch on.  It will be no more observed that many other international days.  I believe the International Day of the Woman is coming up soon, only because the radio station I listen to is promising that on that day, only female composers will be played, including 6 hours devoted to Hildegard of Bingen from midnight to 6 am (I don’t know how that’s possible).  It shouldn’t be necessary, and it won’t achieve anything anyway, just being a token gesture.

I think I already established that it wasn't arbitrary to place it on my birthday.

What's the end goal of doing that?
