In 2011, Russia finally decided to classify beer as an alcoholic beverage. Prior to that, anything with less than 10% alcohol was considered a foodstuff.

Seems like a perfectly reasonable way to define non-alcoholic v alcoholic beverages.

The Penny Lane referred to in the Beatles song was named after James Penny, an 18th Century slave trader and active anti-abolitionist. Liverpool has suggested changing the name, but the fame brought on by the song makes this unlikely.
