That depends on what the people actually do. I'm sure the military will do everything in their power not to shoot but if people actually start rushing the fence i'm guessing riot techniques will be used to keep them out. Rubber bullets, sandbags and tear gas just like the border.

Obviously the government wouldn't machine gun its own (white) people. But I could imagine if people start showing up in droves they'd bring in some water cannons.

I doubt if the USAF has water cannons or rubber bullets. Sounds more like a law enforcement or private security thing. But I'm sure they have tear gas.

The area is not particularly hospitable or accessible, and the perimeter is established quite a way from the facility. And I highly doubt they’d even let people drive up to the perimeter. If they close a few roads, the “Naruto run” will be through miles of desert even to get to the fence.
